Dollar store tops seem to be from same molds but used a rubbery medium.

Hong Kong in 1966, Playmates Toys Dinosaur Kings. Playmates Toys’DINOSAUR KING three-inch collectible figures. The figures and cards are based on the new animated series The Dinosaur King. The Dinosaur King show in turn is based on the collectable cards and arcade games by Sega.
